The Vultures is a group which appears in Season 4 of Fear the Walking Dead.
Pre-Apocalypse
Similar to Leland's Group, it can be assumed that the members of The Vultures (with the exception of Melvin and his brother Ennis) existed only as a group of individual people who did not know each other but who lived in or around the Texas area.
Post-Apocalypse
At some point after the apocalypse, the members of the gang came together and became a band of scavengers. They would attack other survivors and rob them of their supplies. At some point prior to the start of Season 4, they attacked the location that Charlie was staying at with her parents and burnt it to the ground. They then used Charlie as a spy and sent her into the Dell Diamond Baseball Stadium to gather information.
